LIHEAP (Low Income Home Energy Assistance Program) provides supplemental help for the winter heating bills November 1st through April 15th: LIHEAP Crisis Assistance when funding available provides in a life threatening situation fuel, heaters, furnace repair; furnace replacement for homeowners when funds available. Applications are accepted October 1-April 30 for elderly or disabled households and November 1-April 30 for all other households.

May have some crisis funding available outside the normal LIHEAP months, call local County Outreach Office for availability of funding.

Provides assistance on a temporary basis for a limited time for basic needs that may include rent/lot rent; interest on mortgage, utilities-gas, electric, water; food vouchers for clients who are unable to work. Cannot be on Subsidized Housing, a student, receive Social Security, or a Veteran.

DISABILITY ACCESS POINT (DAP) | CENTRAL IOWA COMMUNITY SERVICES

Offers a Disability Access Point, or "DAP", which help people with disabilities, their families, and their caregivers find the services and support they need-both short-term and long-term. DAPs help by giving information, making plans, making referrals and checking in to make sure people are getting the right support to live healthy, independent lives.

Can help with the following services:

- Information and Assistance - based on presented and identified needs, provides information about programs and services, and helps to connect individuals to service providers in their communities.

- Options Counseling - provides guidance to individuals so that they may make informed choices about supports and services, typically over a period of 90 days or less. This includes benefits screening and application assistance for programs and services and follow-ups to make sure supports and decisions are assisting the individual.

- Financial Assistance - provides gap funding and service coordination for programs and services that support individuals and their caregivers so that individuals may live in the home and community of their choice. Help with short-term services and long term services are also provided.

Short-term supports (time-limited) include adaptive and assistive equipment, home and vehicle modifications, peer and parent support services, rent assistance, transportation assistance, and other basic needs (not covered by insurance).

Long-term services and supports includes adult day programs, consumer-directed attendant care (CDAC) (non-skilled and skilled), day habilitation, employment like job skills training, prevocational services, and supported employment, intensive residential services (IRSH), personal response systems, respite services like in-home, in-facility, and day camps, supported community living (SCL) and home-based habilitation (hourly), and residential living settings.

Assists low-income homeowners and renters pay for a portion of their primary heating costs for the winter heating season. Assistance is based on household income, size, type of fuel and type of housing. The application period is from October 1-April 30 for elderly and disabled households and November 1-April 30th for the rest of the households.

LIHEAP also offers a crisis program that may be able to assist homeowners who are with no heat or limited heat. The furnace component for crisis runs October 1-April 30th.

LIHEAP (Low Income Home Energy Assistance Program) provides supplemental help for the winter heating bills November 1st through April 30th. Those over 60 or disabled may apply for the season starting in October.

LIHEAP Crisis Assistance, when funding is available, may help with disconnect notices, furnace repair or furnace replacement for homeowners. Crisis assistance is dependent upon funding availability and may be available between April - October.

May have some crisis funding available outside the normal LIHEAP months with local funding, call local County Outreach Office for availability of funding.

Some applicants may qualify for the Percentage of Income Payment Plan (PIPP), where an eligible client pays a percentage of their income, receives a monthly benefit towards their utility bill, and receives a reduction in overdue payments for every on-time payment they make by the bill due date. For the 2026 year, program will only provide financial relief for those needing help with Water Bill assistance. No other financial assistance applications will be accepted this year as the need for water bill assistance is extremely high at this time. Help is limited to $750 for a one time payment assistance.

EMERGENCY FINANCIAL ASSISTANCE | SALVATION ARMY - CEDAR RAPIDS

Rent and utility assistance program is focused on households that are maintaining their housing but have had a financial emergency that has prevented them from being able to pay rent/utilities. Must be able to show the need for the financial assistance.
