Basic needs assistance program available for Rural Polk County residents (Des Moines resident are not eligible for this program). Program can help with utility bills, rent, food and any other basic need the individual or family may need assistance with. Max yearly assistance of $250. Must fall at or below 200% of poverty guidelines.

Provides rent, utility, or medication assistance. Does not assist with past due rent/utilities or rent/utility deposits. Does not assist anyone eligible or receiving FIP. Repayment agreement is required.

Interim Disability Program assists adults who are 100% disabled as deemed by their doctor and have zero income and resources in the household. All members of the household must meet requirements to qualify for this program.

Back to Work program provides assistance for up to 3 consecutive months not to exceed a fixed limit for a 1 month period. Clients must complete 40 volunteer hours and submit 8 job applications per month.

One-Time Needy Assistance Program provides assistance once within a Fiscal Year with the amount of assistance not to exceed a fixed limit; clients must have a plan to pay future bills.

Provides a Burial Assistance Program; approved person must have been previously residing in Pottawattamie County but considered homeless, i.e. indigent, transient.

The General Assistance Program is to be considered the agency of last resort; all callers will be directed to contact other assistance agencies prior to funding consideration.

Limited financial assistance provided to prevent rent eviction or utility disconnection. May also assist with rent or utility deposit, where appropriate.

First apply for assistance at the Nebraska Deptartment of Health and Human Services (www.accessnebraska.ne.gov) for an eligibility determination and referrals to community agencies with Letter of Eligibility, then schedule an appointment with the Community Service Coordinator.

LIHEAP (Low Income Home Energy Assistance Program) provides supplemental help for the winter heating bills November 1st through April 30th. Those over 60 or disabled may apply for the season starting in October.


LIHEAP Crisis Assistance, when funding is available, may help with disconnect notices, furnace repair or furnace replacement for homeowners. Crisis assistance is dependent upon funding availability and may be available between April - October.


May have some crisis funding available outside the normal LIHEAP months with local funding, call local County Outreach Office for availability of funding.

Assists home owners or renters who have a disconnect notice or have missed a payment on a pay arrangement. Can also assist homeowners who have a back bill. If funds are available, households may receive emergency assistance with furnace repair/replacement (if a homeowner) and/or emergency delivery of deliverable fuel.

Clients need to have been LIHEAP approved during our program year (October 1 through April 30) or they can complete a crisis application.

General Assistance provides temporary assistance for basic or special needs to low income persons who reside in Polk County.

RENTAL ASSISTANCE (Potential First Month's Rent Assistance as well) may be available to those in need. For First Month's Rent - Must be able to prove the following - property must have a valid housing certificate, must be able to show that housing is affordable, utilities must be set up in applicants name and if newly employed, must provide 2-3 check stubs.

**FOR UTILITY ASSISTANCE: November 1-April 30 anyone seeking help for Electric MUST go through the LIHEAP program first. Those applying for Utility Assistance from G.A. must have an acceptance or denial letter from LIHEAP. Must have a disconnect notice and 12 month billing and payment history from the utility company. For water help - call to check on availability of funds.

CREMATION EXPENSE ASSISTANCE may be available to those who meet the income guidelines.

HOUSEHOLD GOODS AND FURNITURE may be available to those that need assistance with beds, refrigerators or stoves.

MEDICAL EXPENSE ASSISTANCE may be available for medical supplies (no longer helps with prescription costs) and assistance with transportation to out of town appointments.

MORTGAGE PAYMENT ASSISTANCE may be available to those needing help with their mortgage payment.

PROPERTY TAX PAYMENT ASSISTANCE may be available to assist elderly (aged 65 and older) and disabled homeowners who may qualify for suspension of property taxes.

TRAVELER'S ASSISTANCE may provide transient transportation expenses to person stranded in Polk County for 24 hours or less. Applicant may be eligible if they are not a resident of Polk County and is traveling to another destination where he/she has family or other housing available to them.

LIHEAP (Low Income Home Energy Assistance Program) assists low-income homeowners and renters pay for a portion of their primary heating costs for the winter heating season. Assistance is based on household income, size, type of fuel and type of housing. The application period is from October 1-April 30 for elderly and disabled households and November 1-April 30th for the rest of the households. Persons applying must meet 200% poverty guidelines.

LIHEAP also offers a crisis program that may be able to assist homeowners who are with no heat or limited heat during the off months of the LIHEAP program (May-September). The furnace component for crisis runs October 1-April 30th.

LIHEAP (low income home energy assistance program) provides assistance with a utility bill. Applications are accepted November 1 - April 30; for elderly or disabled individuals applications are accepted starting October 1. Income must fall within 200% of poverty guideline. Call for an appointment. A letter has been sent to those who may be eligible for early application in August or September.

**This program is not designed to pay a household's total energy costs. The program will provide supplemental assistance based on several factors. This is a one-time payment to your energy provider.

Loans up to $150 to help pay utility bills. May use service if needed once every 6 months.
